South Korea Is Testing a Tourist Pass in Just One City

South Korea launched the K-Tour Pass on October 1, a 15,000 won package aimed at foreign visitors, with benefits valid through December 31, 2026. For now it is piloted only in Busan, with broader regional expansion planned for 2027 around five major tourism zones.

It includes a WOWPASS card and lets travelers pick one of two transport perks: a 40 percent discount coupon, capped at 24,000 won, for Busan travel, or a 24,000 won discount on a Korail Pass. Both options add a 50 percent discount, capped at 6,000 won, on the Airport Railroad Express.

On the attraction side, the pass gives free admission to one of about 35 participating Busan sights and discounts at roughly 50 other venues. Visitors from any nationality can use it, because there is no published nationality list, but they still need to meet South Korea’s visa, K-ETA, or immigration requirements separately.

WOWPASS cards are handed out at the major airports, Incheon, Gimpo, and Gimhae, and at Seoul and Busan stations, with a passport and an eight-digit voucher number. If you’re planning a Korea trip this autumn and Busan is on the list, the math on the discounts is worth running before you buy individual tickets.
