From July 1, 2027, cruise passengers arriving in New Zealand will pay a much smaller border processing levy. Customs Minister Casey Costello announced that the charge on arriving cruise passengers will fall from NZ$27.14 to NZ$7.20, a cut of about NZ$20, while the levy on departing passengers edges up from NZ$0.03 to NZ$0.71.
The change matters because cruise lines have been trimming their New Zealand calls. Jacqui Lloyd, chief executive of the New Zealand Cruise Association, says cruise travelers make up roughly one in ten visitors to the country, yet high costs and tight berthing availability in Sydney, the main embarkation port, are shortening itineraries.
Lloyd estimated that government charges and port fees for a 3,000-passenger ship making about eight New Zealand calls could reach NZ$650,000. Maritime New Zealand has agreed to hold its levies steady for several years, and the Ministry for Primary Industries is leaving its rates unchanged, which she said helps operators plan.
Don’t expect cheaper fares overnight. Lloyd noted that the cuts were not made solely to help cruising and that effects may take years to show up, because itineraries are set long in advance. She stressed that cruise lines, ports and tourism businesses need early notice of fee changes to budget and deploy ships.
