Rep. Young Kim, a California Republican on the House Foreign Affairs Committee, has asked Secretary of State Marco Rubio to raise the travel advisory for mainland China from Level 2 to Level 3, which means reconsider travel, according to The Traveler. Her letter is dated October 29 per secondhand summaries, and the outlet did not cite the letter directly.

The request follows a change in late October, when the State Department reinstated a wrongful-detention warning in the China advisory. China itself remains at Level 2, exercise increased caution, so a move to Level 3 would be a significant step up if the department agreed.

The reporting points to specific cases, including Youlin Chen, who was arrested in November 2024, and Min Zin, who was detained in June 2026. It also references House Resolution 1549 in the debate over how the department should rate the risk.

For travelers, nothing has changed on paper yet: the advisory level is the same today as it was last week. But the wrongful-detention language is already part of the official guidance, so anyone planning a trip should read the full advisory and consider enrolling in the State Department’s Smart Traveler program before departure.
